Reddit, my friend got this voicemail from a private caller and it is creepy. Its making her cry. Any idea what this might be from?

I put an mp3 of the voicemail on my server:

It sounds like its either some kind of flash soundboard, or a glitched out recording of a police scanner or a documentary. But she feels threatened. Anyone know a source on this file and what it could mean?

Redditors are the best puzzle solvers I know, so please help! Many thanks!
