Let us dismantle higher level items!

So I have quite a lot of legendaries and PEs and I really want to dismantle some of the PEs seeing as there’s no use for items that are a lower level than a legendary I already have. I can’t really understand why the devs made it’s so people who have high level useless items can’t get rid of them?? What do you guys think?
