Octane can't shoot when using Tactical ability and sliding on a zipline at the same time ...

why can't I shoot when using Octane's Tactical ability and sliding on zipline at the same time where Octane's tactical ability was activated before jumping into the zip ?
is it a glitch or set to be so ?
