Beginner makeup starter kit

I'm looking for some products to put in my (very small) makeup collection, preferably from Big W, Kmart, Target, or Chemist Warehouse. I have really dry skin and have problems with my lips peeling or foundation clinging to dry patches. I've been playing around with makeup for about 6 or 7 months. I can do a basic everyday look but want to take it to the next level and don't know what products to try out. Appreciate any recommendations xx
