Help! Can't remember name of movie.

I watched a movie in a government class somewhere around 2010-2011. The plot was that they were trying to get someone, I want to say the president, reelected so they made up an entire terrorist attack in some other country. They made up the group, the attack, the motive, everything to get the guy reelected. If I remember right, it was supposed to be a critique of post-9/11 surveillance states and the downfall of democracy. I'd like to show it in my own class but can't remember the name of it. Thanks in advance!
