Bloodstone shouldn't lose stacks on death

Suggestion

Item should have 0 stacks at start and spend 10 stacks / 30% of all stacks on active ability.

What's the worst scenario, if an enemy gets huge advantage from stacks. How long will it take to make 100 stacks? Let's say enemy gets BS min 15, and then kills your whole team 20 times, with average respawn time of 1min, that's 20 min. So 35 min, killed the whole team, has 6 slots, has mega creeps, it doesn't matter how much stacks there are.

But that was hypothetical, now let's look at real games when it's possible to get so many stacks? About 45+ minute at an active game with techies, zeus vs tinker vs sniper - that gives 20 mana regen and 43% spell amp(8 + 35).

If you take 30 lvl Lina and get 100 BS stacks that makes her 300 dmg spell -> 500, and 0.85 aghanim laguna -> 1.4, if you build with K&Y it makes 300->450, and 0.85->1.1.

Right now every BS player benefits from 14 starting stacks and doubling mana regen, by taking those stats it would make item worse at first but gain gradually.
