R/F my singleton mill deck (with 5 banned cards)

So here's the reason for the title:

So about two days ago i called my friend and he said the guy who runs the local tournaments we go to was running a challenge for the month of December (It's like a casual gathering at different libraries around my area and one guy has been running it for a few years to give players a chance to play) and the challenge is to build a singleton 40 card deck and extra deck except there's a catch, we are allowed to run up to five different banned cards in the deck for the challenge and i need some help building it (im not really all that good at building decks) so i wanted to come here and ask y'all to help me b/c all i have right now is basically 40 cards from the duel devastator box in the deck and 10 from that same set in the extra deck

So the goal of the deck is to mill myself and win through board control using either judgement dragon or orbital hydralander while beating my opponent down, this is a very rough list and i really need help smoothing it out so use your utmost scrutiny on this list because i want to make sure it's a good deck
