Any offline comic book readers that support vertical scrolling for webtoons yet?

As the title suggests I am looking for an offline comic book reader that supports seamless vertical scrolling for webtoons such as THIS.

Currently I am using SumatraPDF which, while it does the job, it doesn't do it well. Any recommendations?
