Y520 Lenovo Nerve Center, Missing Extreme Cooling

While troubleshooting my laptop a few months ago I did a clean boot and after the clean boot I lost the extreme cooling option (normally activated with ctrl+shift+0) and haven't figured out how to turn it on since. It seems the fans aren't being detected, I've tried downloading speedfan and can't control the fans through there either. At the time this happened I tried reinstalling nerve center but the option was still missing. I may have turned off some service it uses and I don't know which one. Does anyone have any ideas how to get the turbo fan control back?
