About Financial Resources Declaration Issue

I'm applying for Neurusmus 2020. In the application checklist, there is a mandatory attachment section where I am supposed to upload my financial resources declaration.I'm applying for Neurusmus 2020. In the description section, it says: " Self-funded students must be able to finance their study and living expenses. Please download and fill in the Financial Resources Declaration and upload a signed copy to the application form online. "

What I do not understand is, is it obligatory to for all students to apply as a self funded student? If I do not want to apply as a self-funded student, what am I supposed to declare, considering that it is a mandatory attachment? I've mailed the helpdesk weeks ago but haven't received any reply.
