To what degree, if any, does this apply to non-Americans?

Youtube of course is being... thorough with their algorithm, but ultimately it comes down to the FTC as to whether any fines and such are sent to any particular youtuber. If a person not from the US is found in violation of COPPA, are they liable? Or will this just end up with Youtube sorting their content into "for kids" and being stuck with a dead channel which gets no promotion in the right places, and no suitable advertising?
