When A Game Changes Resolution My Screen Glitches Out

Whenever I try to play games which change the resolution on my laptop my screen glitches out and turns black. This also happens sometimes when I plug the HDMI cable to my TV.

I've also noticed that this happens when changing to 1920x1080 48Hz, but not to 1920x1080 60Hz.

What could be causing this? Does anyone know?
