Dog Lost in the Rocky Mountains

Cant seem to find this movie, it was not homeward bound, it was only about one dog.

The dog's owner has to move to Vancouver, and the dog ends up getting left behind. He gets captured by a dog catcher, but escapes the pound on a stormy night. He sets off into the wilderness where he encounters a hobo. The dog falls off of a railroad trestle into a river far below.

I'm pretty sure the movie is from the 90s or around there.
