japanese subtitles

so I live in the EU and I'm always wondering what happens to the japanese subs. I have played several games which were made in japan for instance ys8 and I wasn't able to play it with japanese subs. This was the case with code vein and sekiro. All of these game have japanese dubs so why are the subs inaccessible?
