What's the best Empires game in the series?

I've been thinking of getting DWE8 on the Xbox One since I've been craving some empire building, but apparently it's lacking features and not as good as the previous games.

So, what's the best Empires game (any can do, be it Dynasty or Samurai) available atm on the PS4, XB1, or PC?
