Can someone please explain what just happened in India with the trans bill?

I get it a bit...but I need a better understanding. Also, I dont get what logical reason is there to decrease sentences for crime against trans people...i am very confused...it feels like they are going backwards.

Also, I am trying to understand how this affects Indian citizens not currently living in India but might have to go back there from time to time.
