EOD Upgrade Declined...? (More in description)

I recently tried to upgrade to EOD. I was met with two things: Chase declined the payment suspecting a fraudulent charge, and the cancelled charge was only $.74.

As far as the suspicion is concerned, I purchased the standard edition through BSG's website (which I believe also led me to xsolla then) and have had no issues to date. So that's not much of a concern to me, likely just seems odd to Chase for X reason.

My main question is why the purchase was listed as only being $.74. Is this a currency conversion fee or something else of the sort?
