Is Jessie even weaker than before?

So, I have basically mastered both penny and Jessie, and I like Jessie’s play style a little more, but I keep playing as penny because I almost feel like Jessie can’t put a dent in anyone. I just started playing again, and feel like she’s even less effective than before. Is this still an issue people have?
