Impressions up - no visitor engagement - ideas?

Hi all

I've inherited a site for a UK Mortgage Broker and although there's plenty to be doing, I'm curious to see other opinions.

I'm working on sorting out Title Tages/ALTs etc before moving on to content & backlink profile but even in current state (67 domains referring in, 77% bounce, MozRank 2.8), the number of impressions seen on Search Console are heading upwards quite nicely and yet, there has not been a single enquiry through the site for the last few months - and I'm wondering why.

I think the CTAs can be improved but there's an easy contact form on every page, so what's putting people off? Let's hear some opinions! (I work alone so it's good to have second opinions, it's easy to get fixated on certain areas)
