I figured out how to fix vertical mouse sensitivity for Halo MCC Reach (details inside)
Go to %AppData%\LocalLow\MCC\Saved\Config\WindowsNoEditor in windows explorer and open GameUserSettings.ini
It will help if you've edited any settings prior to this, especially the mouse sensitivity settings in game. In the file, there are these settings:
VerticalLookSensitivity[0]=4
VerticalLookSensitivity[1]=4
VerticalLookSensitivity[2]=4
VerticalLookSensitivity[3]=4
VerticalLookSensitivity[4]=4
VerticalLookSensitivity[5]=9
VerticalLookSensitivity[6]=4
HorizontalLookSensitivity[0]=4
HorizontalLookSensitivity[1]=4
HorizontalLookSensitivity[2]=4
HorizontalLookSensitivity[3]=4
HorizontalLookSensitivity[4]=4
HorizontalLookSensitivity[5]=3
HorizontalLookSensitivity[6]=4
As you can see, I've changed my vertical setting to 9 for [5], and horizontal to 3 for [5], as I've found other settings modified on this apparent numbered profile. This reflects almost perfectly to 1:1 movement for my 21:9 monitor. For 16:9, I'd recommend actually putting in 16 and 9. I did notice that I had to boost my mouse sensitivity in game a lot after this to make up for slower movement. (Note that decimal values here will be dropped in game, saving over this simply erased it for me)
If you have changed something in game already, I think these different bracketed settings depend on whichever your PC is actually running. I'd recommend changing the one you've found edited in yours already in some of the other settings (otherwise, change them all just in case), for example:
MouseSensitivity[0]=1.000000
MouseSensitivity[1]=1.000000
MouseSensitivity[2]=1.000000
MouseSensitivity[3]=1.000000
MouseSensitivity[4]=1.000000
MouseSensitivity[5]=1.200000
MouseSensitivity[6]=1.000000
Note that this sensitivity is a multiplier that also affects horizontal/vertical settings listed above. Once you've edited them, save and close the doc. I've done a few settings changes in game, and it doesn't modify the vertical/horizontal settings at all, so no need to lock the document either, luckily.
Hopefully this can help all of you!

So i'm pretty sure the settings with [5] are the active ones at least it seems that way. So just to clarify in game I have 1.5 sens and .6 ads scale, if I change vertical to 16 and horizontal 9 these will stay the same but be at a 1:1 ratio? Even if I have to change those afterwards if it's too slow?
I'm pretty sure you'll need to change both settings to get back to what feels right for you, but you should have proper vertical speed.
Regular sense and ads sense are multipliers of the base value, so if you change the base value, you'll need to change the scalar value as well to get back to your intended value.
So I should change the vertical and horizontal ones, then go in game and adjust my regular sens and ads sense to get them back to normal? Sorry this is rather confusing lol.
Yup! that's how I had it fixed for my monitor. You might not have to adjust sense/ads sense much, but they will be different after changing the vertical.
How do you test that its actually 1:1? I'll try your values I just don't know how to test if its working
