I fixed it by boarding them, had 7 beetles circling each other. shift b

So one of my shield beetles was able to catch one right after I landed and broke the chain, the ships are now slowing coming back under my control.

Edit: Once you break the cycle, the crafts will indefinitely send refill requests, you need to draw your fleet away from them, press "gather fleet" key. Crafts executing refills will do their refills and once the "refill" is complete, crafts requesting a refill will gather around your craft instead of requesting another refill, jump out of the system, the flag will then reset and the ships will be back under your control.

So I was wondering around the ember wastes and discovered that my 7 quicksilvers not following my craft. After finishing my missions, I went to investigate and found them flying around empty space...

Parking/unparking doesn't fix it, restarting the game doesn't fix it. They have everything they need to move (edit: and jump), does anyone have advice on how to get them moving again?

I think I know what it is, they were all requesting fuel right before they each had enough fuel to refuel each other, now they're trying to fill the craft next to them, they are stuck trying to fuel the craft in front and the flag will not reset until the craft is boarded, I'll notify you all when I finally am able to board my most agile crafts...
