Question about Blocked Driveway

Hello, I have a neighbor who from time to time blocks my driveway. They never block the other tenants’ driveways but always with mine. I have taken pictures within the course of almost a year of whether it was daytime or overnight parking. Sometimes it’s quite an inconvenience because I usually have plans to go the on days they decided to block on my driveway. I’m pretty scared of this neighbor because their temper is not great when it comes in handling in these type of conversations. If I asked them to stop parking in my driveway, they will really make a scene outside my apartment for quite a long hour or so. They would even try to possibly try to contact our landlord and make a big lie out of it.

The thing is they have a street parking permit. I’m planning to place a “Do Not Block Driveway | 24 Hour Access Required” sign not just for my garage but also for the other tenants in case of anything. If my neighbor decides to continue to block my driveway, is it possible to report they to parking enforcement or get them towed even if they have a street parking permit?
