Are phosphate heads hydrophilic because they are polar (phospholipids in the cell membrane)

discussion

Are phosphate heads hydrophilic because they are polar and are the 2 fatty acid tails hydrophobic because they are non-polar? One more question Ions can't pass through the cell membrane by simple diffusion becuase the hydrophobic tails are non-polar and non-polar things have no charge so Ions can't pass as non-charge molecules repel against charged molecules which are the ions right
