What am I missing with this premium pickup possible nonsense

I'm not understanding this at all so maybe somebody can help me. Uber knows darn well where the person is being picked up from and where they're being dropped off. Yet I see premium pickup possible pop up. The few that I've taken so far have gone super short distances so what am I missing here?
