Please Recommend Earphones under $250 -

I have the following requirements:

1. Noise Cancellations - Going through some shit at my wok place. I just don't want to hear what conversations are going on in my neighboring cubicles.
2. Wired - Don't want to keep charging my earphones all the time
3. In-Ear - My neck feels tired with my Bose Headset (I wear it about 6-7 hours a day)
4. Safe - I want it to have a noise cancellation feature that is safe to hear all the time. (I don't even plan to hear music all the time, I just want it to block out the noise)
5. Good quality - although I just said I don't want to hear music in the office, I may want to hear it from time to time. But this condition is not the most important.
6. Under $250 - I think most earphones would qualify for this.
