I got scammed on Mercari and a month after I want to get a refund, am I eligible?

I bought an iPhone X on Mercari for 400 dollars. A month later it turned up blacklisted. I messaged the original seller, acting angry and hostile at first but when I calmed down I begged and explained my situation, thinking maybe it was a mistake or she forgot. She then blocked me. Can I get a refund through PayPal?
