Framerate not near as high as it should be

Specs: -evga rtx2070 gpu -intel i7-8700 cpu -corsair 16gb ram -Corsair 850w psu

• 2 samsung evo 460gb SSD

I started really noticing the problem when i purchase my valve index, and wasnt able to run over 80hz and games would still have awful frame drops and constant crashes. I started playing destiny 2 today, and with my settings set on 1080p resolution and nearly max settings (by default) i was barely sustaining 50fps...meanwhile on my old prebuilt that has an i7-7700 and gtx 1060, i can achieve the same results.

I used the UNIGINE superposition benchmark software, and my max frames for 1080 max quality were 42ish frames. Can anyone help me figure out why my pc is performing so poorly? Or am i just overestimating my setup?
