Which should I upgrade first? CPU or GPU?

Build Upgrade

CPU: AMD FX-6300 Six-Core

GPU: Nvidia GTX 960

I looked for both GPUs and CPUs I liked, both would run me about $300. I had been looking at the Nvidia RTX 2060 for the GPU, or the Intel Core i5-9400F or the CPU, though this would mean replacing my motherboard and RAM as well, which brings it up to 300 total. Since I want to be using this computer for gaming and VR, I was wondering which upgrade would be most effective. I'm pretty new at this, so I have practically no idea what I'm doing or what I should be looking for...

If you’re planning on VR, you’re really going to need to upgrade both.

In your situation, I’d upgrade the GPU now and see what AMD drops in the coming months in terms of new CPUs.

Likely, we’ll see the RYZEN 4000 series in the nearish future, which will likely push the prices down on 3000 series chips, making it more cost effective for your build.

Yea a bottle neck was what I was worried about, do you know if I'll still get enough out of the new gpu before the bottle neck to make it worth getting first?

Planning on it. That's why the question was which do I do first.

Find me something of comparable quality and lower price and I'll gladly take it.
