Why did Sil give Patsy the go-ahead to boost the Mexican floor tiles from the Esplanade project after he learned Tony was against it?

3rd rewatch and I still don't get it. Moltisanti visits the job site and gives Patsy the "idunno, a look" for him to steal the fiber optic cables. Chris is reprimanded by Tony. Chris reprimands Patsy, who then goes to Sil then Sil gives Patsy permission to steal another Esplanade supply shipment.

Then Tony and Sil have a wiseguy conversation full of innuendo in the basement after all this and I have no idea what they're saying to each other after all these rewatches. Anyone shine a light?
