China not reporting

So I have been following the number of infected, number of deaths, number of recoveries from various nations like many others.

Why is China seemingly the only major country with major infection numbers to not be reporting the truth?

Is it to avoid panic, is it just part of the culture, and how do you think this should be dealt with considering how serious this is to the US and of course the overall world.
