Chronic Dry Skin/Eczema foundation suggestions and tricks?

I have eczema and while it mostly affects other parts of my body, my face does experience a lot of dry skin patches that makes any foundation look cakey unfortunately. I have been searching for years, trying different techniques, products, and skin care routines but it always ends up with me looking like I’m putting foundation over a snake :/ I don’t break out often and where I’m not super dry, my skin is normal.

I prefer full to medium coverage foundation and my current one is Elf Flawless Finish. Sometimes I will mix it with a moisturizer like Ponds or even retinol. My routine consists of a daily cleanser and a monthly (per needed) baking soda mask (baking soda + honey). I don’t use harsh abrasions as my skin is pretty sensitive as it is.

Any suggestions? I’m open to it all.
