Did they forget to launch normal legends?

Now every week we saw a new series of IM coming up, but the legends who launched a few months ago never get a chance for the second showing up, Pirlo, Beckham(24), Beckenbauerh, Rivaldo...etc. Where are they, they only showed up for one week only. Also some old legends like Kluivert, Romario... Don’t always launch new legends of IM, I know you’re very excited about signing so many new legends, Konami.
