BUG: Unable to apply faction ornament to new faction gear

As the title says I have been unable to apply any of the two ornaments for the FWC cloak. I checked to see if this was true with a previous version that I saved and I was able to apply them there. So far its only been the cloak, I was able to apply the ornaments to the warlock FWC gauntlets but only one of the ornaments.
