He GHOSTED for 15+ Years! Now He's Back???

I contacted my daughter's father after 15+ years of NC. Our adult, unmarried daughter was in a serious accident. I informed him via text message. He barely came back into her life a year ago. Last interaction was in 2004:  I needed her medical card (his insurance) as me or my family members were not able to get the medical info from him. I had to go to court for the card. He didn't show up. 2003: He went 100% NC. No phone calls, no visitation, no holiday or birthdays, special events acknowledged for years. Nothing from him or his family. 2019: He sent a message on IG to our daughter and has seen her a handful of times this past year. So, I felt obligated to inform him of his daughter's motorcycle accident, believing he was wanting to be included in her life after reaching out. He thanked me, then BOOM!  He completely stopped responding to my text messages (3) & didn't answer my daughter's calls or text messages from the hospital. I wanted to send him a message "no response is a response," then block him until I go to my grave. I almost want to kick my own ass for notifying him or even reaching out for him to help his daughter. It just seems so weird to me that many dad's yearn for a connection to their kid(s) & don't get it. I believe in 50/50, as long as it is safe. Encouraged  my child for years to have contact with her dad and his family. They were ALL NC as well. I took her  to "Kids Turn," an 8 week workshop for kids / parents going through divorce (which he chose not to attend). This is ALL so puzzling to me how a father can walk away from his ONLY child (I think), missing so many years of her life and now has an opportunity to make up some lost time. My daughter lives separately from me, over 30 miles away. He has no clue that our daughter will be leaving to college this August. Barely a year after reconnecting and he'll be in his 70's when she graduates. Our daughter is in a very delicate situation at this moment and will be needing care for three months minimum.  Of course, I would want to be at the hospital during her surgery and be a part of her support system. I'm not sure if he intends on going to visit. From his track record, I doubt it. But honestly? I'm bitter over his actions through the years, he makes me sick. There was no reason for him to alienate his daughter! I was concerned over him having child porn magazines in his possession. The reason for the divorce. But, with all of the new technology and social media available, a relationship could have been maintained or established without physical contact. If he knew he has a problem with kids. Basically, no excuses for ALL the years absent will never be acceptable. I've managed to live less than a mile away from him and not run into him. And, I can't imagine being in a hospital waiting room or even seeing him face to face. What do I do? Constant reminders, every minute of every day surround me. Surviving with basic BASIC necessities, hanging on a thread for years. And, now my child has just informed me that her phone has stopped working. Ugh! Seriously, how can I NOT be angry? Been doing this, doing this & doing this. Over and over AGAIN. His opportunity to make REAL amends at LEAST with his procreation.....will he? Not one time has he justified or apologized for his actions. No reason or excuse, nada, zilch. I'm not even sure WHY he ghosted our child or what are his intentions NOW after ALL these years. I'm hoping anyone can give me an inkling of WHY would someone do this?
