2006 Honda CBR1000RR Valve Clearance Inspection

I have a 2006 Honda CBR1000RR with 15k miles and when measuring the exhaust valves, I measured them all about .008 in and the spec is .012 +- .001. That seems wildly off for a bike with only 15k miles. Is that normal for a bike with only 15k miles? I feel like that's a wild difference for a bike with that low of miles.
