How shopping ban works in Italy right now
I have a friend who imports lots of stuff from Italy, and knows people from there. Government recently closed all shops except drug stores and food stores: general stores can operate if they seal off non-food sections of the store. I asked, can't they sell all the things as a gratis promo to food? He replied (translation mine):
No they can't, because health department monitors all purchases closely. All non-food barcodes are not possible to sell. Italians wanted to omit the law with asking the cashiers - can they bring them something from the non-food section and scan along with the regular food purchase.
Unfortunately this doesn't work because the health deparment monitors cash register systems; and when they see a regular VAT item (food is usually on discounted VAT rate), they immediately check the details of the receipt: whether you bought Greek olives or a table.
So, you can buy: eggs, tomatoes, bread, etc., every item which is classified under "VAT discounted rate - food". But if you buy anything which is taxed at regular rate, it will be checked and the store will be closed and fined heavily if it wasn't some bourgouise, full-tax-rate food.
... holy shit.
