Teams Cloud Auto Attendant

Hi all

Trying to setup an auto attendant on Teams. Tried this code to assign a number to the Resource Account:

Set-CsOnlineApplicationInstance -Identity test@domain.com -OnpremPhoneNumber +11223344

Keep getting this error: "The application instance does not have a valid license." I have checked and can confirm that Office 365 E3 license {E3:ENTERPRISEPACK} has been assigned to this account. I've waited for hours but still getting the same error. I also don't see this user on Teams admin center for some reason.

Any suggestions?
