Brief Screen Blackout Opening Netflix in Windows 10

I just built a new PC and it seems to work great except for one small nitpick. Certain apps can cause the screen to completely go black for about 1 second. For example, every time I open the Netflix app, the entire screen blacks out and it switches to the preview trailer and the top of the app. When I click the exit button, the screen blacks out again and when it comes back on Netflix is closed and I’m good. I find this irritating and I was hoping someone had experienced this before. I’ve looked into it and I only see related issues saying things like update drivers, etc. but:

1. Drivers are up to date
2. Windows 10 is up to date
3. The HDMI cable is fine, and this blackout is consistent, which likely wouldn’t be the case if it were a loose cable

Netflix isn’t the only app that has caused this minor annoyance, though I can’t remember any other specific examples, it seems to happen when there is a very sudden change in the display.
