There are a few ways to go about solving this problem. The first is to recognize that the government can and must take care of the poorest among us. We should take care of the poor in our country. we used to do this locally through church and the community. However, things have changed since then. The government does need to provide with tax payer money to keep the very poor, disabled, and elderly from dying. The problem is this funding is drying up and things must be done quickly to save it. We do need to shrink our entitlement programs so that only those who truly need them are receiving them. We also need to shrink the bureaucracy surrounding it. The hospital can not be allowed to turn anyone away. It would be murder for them to deny treatment to someone dying. They cannot deny treatment, though I don't know if they should just eat the cost. An area that needs to be addressed is the rising cost of healthcare. We have to get a control on it. The best way I can see for us to do this is to increase competition in the insurance and medical treatment field. We need more drug competition to drive prices down. We need to have transparent treatment costs so certain hospitals and clinics can't overcharge desperate patients. people need to have the power to go to different doctors and hospitals for better treatment or lower costs, instead of just blindly going to what is closest. Competition would bring the costs down so that it doesn't cost so much for that life saving operation. If the patient in this scenario doesn't have health insurance, it wouldn't help to have insurance pay the costs.
