Annoying horn issue, doesn't work, help

Howdy, I've had a 1992 Miata for a good while but recently I noticed when I was almost ran over the other day that my horn had stopped working. But the relay still clicks and I can hear it but the horn wasn't going off. So I tried tuning the horn, didn't work. So I tried following the wire from the horn and it goes into the harness never to be seen again don't know where the green/blue with a red/orange striped wire goes at all. So I looked online for the horn relay, even though I can hear mine working. And everything online said the horn relay was one thing but when holding it and listening to it the relay clicks in a completely different place. And then I used a multimeter to see if the wire gets any power and nothing, but I can still very obviously hear a loud relayesque click.

Has anyone else had this happen? Is it the clock spring? I have no clue.
