How should socialist treat countries like North Korea?

I live in South Korea, so this issue is especially important to me.

They claim that they are socialism, but the quality of life of workers does not look any better than capitalist countries. Also, heritage and personal worship make me think that they are medival lords.

(Sorry for bad English)
