What’s going on?

I’ve (18f) been seeing this guy (19m) for about 5 months now. I’m currently in college and he isn’t. He is about to move in late August, and I’m going back home for the summer to Ohio this June. We’ve been going on dates and being very emotionally invested in one another. He says he didn’t want us to be exclusive because it’s “unfair to [me]” since he feels bad? I just presumed it was he who needed time to think through it—so naturally, I can’t force someone into anything obviously. I don’t understand why he’s still seeing me when he won’t commit and won’t make things official? He says he doesn’t think he can do long distance. But that made me confused because he started looking for someone serious when I met him, so did he expect like a 4 month long relationship? He isn’t using me for sex or anything as we haven’t slept with each other. I’m confused? Should I break things off? I feel like seeing him is an exercise in futility because it feels so aimless. Thoughts ??
