Hub strategy: buy more hubs or stay with 3 and develop?

Folks, I am running three hubs (MPM, BOM, LOS) as an Economy airline. The subsidies for new routes are at 0%. Many new routes cost 250+ Mio now. What is your advise? Continue buying routes for the current hubs or move on to buy a new hub?
