Non-personal houses and physical appearance

Good day everyone, just wondering how non-personal planets such as Uranus and Neptune would impact an individuals physical appearance if they were both conjunct the Ascendant on the 12th house? There seems to quite a few alternating opinions in regards to this, I was told that Neptune conjunct ascendant in the 12th house is practically Neptune in the first house?
