Is there a way to make gardens in 1.12.2?

I loved the Garden Stuff mod in 1.7.10 because it allowed you to design decorative gardens where you could arrange multiple plants/flowers on a single block. Its decorative trees were useful as well. Mods like Chisels & Bits and ArchitectureCraft give a ton of opportunities for creative architecture in 1.12.2, but as far as I know, nobody has made it very easy to get especially creative with gardening or landscaping, which makes me quite sad. It would even help if it were possible to grow flowers from seed to fill gardens with. Does anyone know of anything like this?

My ideal mod would allow you to play as a Victorian-era plant hunter, taking botanical expeditions to discover and sample rare flora from disparate biomes, cultivating them, and creating elaborate gardens, but I’ll settle for what I can get.
