Why is vote kick still a thing?

It's never used to kick anyone who needs kicking, instead it's used to cause games to take forever to load by chain kicking people, or to kick someone for not clutching (or sometimes for clutching? Still not sure why that's a thing), or by the 4 absolute morons who kicked me in a 1v1 for not going back to site, when I had the fucking defuser down and was waiting for the last guy to come get it.

If it's not going to be used for its actual purpose and instead just used to be a dick, why is it still a thing? They addressed the team killing toxicity, which was really the only reason IMO to use it before, since AFKers are kicked automatically.
