Tram holding up traffic in Marina

I'm sitting here by princess Tower waiting at the lights a good 5 mins and no sign of the team at all. I don't understand it. The tram is important and so is safety, but does it need to hold everything up for minutes either side of is arrival and departure? Can't they optimise?
