“Families First Coronavirus Response Act” (H.R. 6201) - Anyone able to provide clear analysis and explanation?
H.R. 6201 has been quickly pushed through and signed into law.
There are a number of sources giving a general summary, but I haven't found clear language explaining how and when businesses and employees are eligible.
I get that the small business is the one to provide the funds and will be reimbursed through tax credits next year. Depending on how long this last and how bad the recession is, we should be able to bridge that gap. I know many others will not be able to.
My biggest question at the moment is specifically on the section for emergency paid sick leave, I don't understand how or when the requirements are met.
It seems I have to wait until either a staff member is diagnosed (which currently testing is unavailable and/or seeking it actively discouraged), or wait until a Federal, State, or local quarantine or isolation order is directly given.
Local COVID-19 orders so far are focused on restaurants and bars etc. We are following the limiting to groups of 10 and recommended distancing of 6 feet. We are already turning away business and still have a full appointment book for next week.
If we shut down now to keep staff and customers safe without official order calling on us to, will we not qualify? And what if I do manage to come up with work from home projects for staff. (They would be well outside the scope of their retail job duties.) I feel like as soon as we shut the doors, a countdown starts on how long we can hold our breath.
