Loose flange bolts the cause of toilet leak?

Recently our upstairs toilet has been rocking a bit, probably for the last week or so. We just noticed a small leak coming through the garage roof (directly below said toilet). I tightened up the flange bolts but have not disconnected and removed the actual toilet yet. I’m curious if loose flanges alone can be the cause of the leak, or if it’s likely there’s an underlying issue that might cause me to have to hire a plumber. Appreciate any advice, thanks!

Ya. New flange seal and tighten/replace bolts?

Bolts all seem to be doing fine, it was just the plastic nuts that were loose. Those are nice and tight now and the rocking is gone. Since the amount of water appears to be relatively small I’m thinking the wax seal is probably fine? The toilet was installed about four years ago.

If it was rocking I wouldn’t take the chance of poop water and the <$10 for a wax ring and 30min of labor, I don’t think it’s worth the risk even though it’s above a garage and not living area
