Win lane, roam, contest sidelane.
You beat him hard in laning, fucker is very hard to deal with mid to late with cage. Avoid that, try to end early to mid with map pressure.
Got map pressure, got the map, lost the team fights.
Try to go in on him after he used his cage, its a pretty long CD and the only defense he has. (Though at some point his %100 ap scaling W will also become a defensive ability cause death is the best CC)
Cleanse and/or Banshees. If you get caught in box without flash up you're just dead late anyway. Zhonyas will help late if your team is capable to turn an engagement and you need armour rather than MR.
Building liandries and rylais will also help you to not get bursted, and their good items anyway especially Into tanks or bruisers

Pick kassadin instead. You're asking how to shove a square peg in a round hole, you're not gonna beat an real hypercarry with a troll champ like azir
You ban kassadin in this meta regardless of what you play, mostly in terms of ap champions.
Uhm , this sub may hate me for saying that specially u/xerhu . I like going electrocute plus ignite and rush ludens and ill just make him not play the game , because all what veigar wants is to scale , so dont let him, abuse ur damage , snowball and snowballur team

U can go triumph and alacrity or coup de grace and alacrity or u can go transcendence and scorch or transc and manaflow, i personally love trans and scorch with ignite and electro , u can burst the shit out of ur opponent
